Professional History
Private practice-1982-present
My practice exclusively involves representation of military veterans in claims before the Department of Veterans Affairs, United States Army, Air Force, Navy and Marine Corps, and civil litigation, involving medical malpractice, trial, and appellate litigation under the Federal Tort Claims Act. I have briefed and argued cases in the United States Supreme Court, and federal district courts and courts of appeals throughout the United States.
Government Service
United States Department of Justice - Civil Division, Washington, D.C. February 1974 - July 1982. Served as a trial attorney, defending medical malpractice litigation against the United States until August 1978; appointed as the Assistant Director for Medical Malpractice, supervising all medical malpractice litigation involving the United States and its employees, August 1978 - July 1982.
Extensive nationwide trial and appellate experience in federal courts. As an instructor in the Department of Justice Training Program, I developed a series of annual medical malpractice training programs for federal government legal personnel, and authored the Department’s monograph on statute of limitations issues under the Federal Tort Claims Act.
Military Service
U.S. Army Judge Advocate General’s Corps 1970 - 1974.
Fort Campbell, Kentucky 1970 - 1971. Court-martial trial counsel and Legal Assistance Officer. Participated in more than 100 courts-martial.
Fellowship in Forensic Medicine at the Armed Forces Institute of Pathology, Walter Reed Army Medical Center, Washington, D.C. 1971 - 1972.
U.S. Army Claims Service, Fort Meade, Maryland 1972 - 1974. Assistant Chief, General Claims.
Following active duty, I remained in the active Army Reserve in various command and staff positions, retiring as a Lieutenant Colonel in 1994.
